 Was born on April 15, 1957. Married, has 3 children.

 

EDUCATION, ACADEMIC DEGREE AND TITLES

  • In 1978 graduated from the Faculty of Technical and Automotive of Azerbaijan Technical University;
  • In 1985-1988 got education at the Law Faculty of the Higher Investigation School of the USSR Ministry of Internal Affairs;
  • In 2003 defended his dissertation on "Transport in the practice of international agreements of the Republic of Azerbaijan (international legal analysis)" at BSU and received the degree of Ph.D. in Law;
  • In 2005 was elected a full member of the International Transport Academy;
  • In 2010 he was awarded the title of associate professor by the decision of the Supreme Attestation Commission under the President of the Republic of Azerbaijan;
  • In 2013, he defended his dissertation on "Legal regulation of international transport relations in the era of globalization" at BSU and received the degree of Doctor of Laws.

CAREER

  • 1978-2017 - service in the Ministry of Internal Affairs; veteran of war;
  • 2006-2020 - Lecturer, Associate Professor and Professor at the Department of International Private Law and European Law, Faculty of Law, BSU;
  • Since 2020 - Professor of the UNESCO Chair on Human Rights and Information Law, Faculty of Law, BSU.

ACADEMIC ACTIVITY AND ACHIEVEMENTS

  • Co-founder and editor-in-chief of the scientific journal "Transport Law" published in the Republic;
  • Founder and editor-in-chief of the scientific-theoretical, experimental journal "Legal Framework";
  • Scientific supervisor of 3 defended doctoral dissertations on law;
  • Author of about 200 works, including about 20 works published abroad, 7 textbooks, 8 manuals, 9 monographs and about 10 curricula, co-author of 2 dictionary-information books in Azerbaijani-Russian and English languages;
  • Elected a member of the Azerbaijan Lawyers Confederation in 2015;
  • Member of the Bar Association of the Republic of Azerbaijan since 2020;
  • Mediator and member of the Mediation Council since 2021.

AWARDS

  • 3rd, 2nd and 1st skill degrees, as well as the title of Master for impeccable service by the relevant orders of the Ministry of Internal Affairs of the Republic of Azerbaijan;
  • the "Jubilee Medal" by the decision of the Presidium of the Voluntary Military Patriotic Technical Sports Society of the Republic of Azerbaijan dated June 20, 2008.

Transport law of the Republic of Azerbaijan. Textbook. Baku, UniPrint, 2011, 676 pages.

The textbook defines the concept of transport law in modern times, its subject, sources, sub-institutions and its place in the legal system, as well as the general legal characteristics and system of transport contracts, and the legal liability for transport contracts have been scientifically investigated and explained in detail.

International transport law. Textbook. Baku: GNT Publishing House MMU, 2013, 606 pages.

Compiled for the first time in the Republic of Azerbaijan, this textbook initiates a comprehensive coverage of issues related to international transport law. It provides an overview of international transport law, its sub-institutions, and comments on the specifics of the legal regulation of international transport by different modes of transport.

International economic law. Textbook. Baku: Advent MMA, 2013, 444 pages.  The textbook initiates the coverage of issues related to international economic law in a comprehensive manner. It provides an overview of international economic law, its subdivisions and various institutions, and the specifics of international legal regulation of international economic relations between individual states.
