The lecturer of the UNESCO Chair on Human Rights and Information Law, Ph.D. in Law Gulnaz Rzayeva participated as a trainer in the training on "Violence against women and domestic violence" (Azerbaijani adaptation) held through the HELP Platform of the Council of Europe.

During March 17 - May 31, 2022 Gulnaz Rzayeva was a trainer in the training on "Violence against women and domestic violence" (Azerbaijani adaptation) held through the Help Platform of the Council of Europeç organized for employees of state bodies (the Commissioner for Human Rights of the Republic of Azerbaijan (Ombudsman), the State Committee on Family, Women and Children's Issues, the Ministry of Justice, the Ministry of Education) within the project of the European Union and Council of Europe Partnership for Good Governance II (PGGII) "Increasing awareness of the Istanbul Convention and other gender equality standards in Azerbaijan"

The training was organized in order to inform the employees of state bodies about the protection mechanisms and preventive measures provided by the Convention on "Prevention and Combating Violence against Women and Domestic Violence" (Istanbul Convention), as well as the legal and practical aspects of the national legal regulation in this field.

Within the framework of the training, through visual presentations created by expert Gulnaz Rzayeva on the HELP Platform, the necessary information and the regulatory issues stipulated in the national legislation were presented in a comparative manner with international norms in Powerpoint files placed on each topic.

Out of 17 registered participants, 13 successfully completed all stages of the course, 11 of them evaluated the course. According to the results of the survey conducted at the end of the training, almost all participants expressed their satisfaction with the methodology of the course, the content and quality of the materials, and the interest of the tasks.

An article titled as "Main models of realization of the right of association in the Republic of Azerbaijan" authored by Dashgin Ghanbarov, a lawyer, Ph.D. in Law and the associate professor of the UNESCO Chair on Human Rights and Information Law of Baku State University, in the academic journal “Scientific Journal Socrates" of Riga State University (Republic of Latvia). The journal is included into the fundamental international summarizing and indexing systems. The mentioned journal is the main periodical scientific publication of the College of Law of Riga State University and is registered within the international databases such as "ERIH PLUS", "Index Copernicus ICI Journals Master List", etc.

It should be especially noted that the published scientific article is devoted to the right to association, which is one of the most relevant topics in the field of human rights. In the article, theoretical and practical aspects of the right to association were investigated by the author in a complex manner. In this contest, the mechanisms of realization of the right to association in the Republic of Azerbaijan were comparatively analyzed at the legal level.

Shahin Mammadrzali, the lecturer of the UNESCO Chair on Human Rights and Information Law, visited the United States of America in August 2022 within the framework of the well-known "Fulbright" academic research program. During his scientific research trip, Shahin Mammadrzali spent some time at the Chicago-Kent College of Law at the Illinois Institute of Technology and collected the necessary materials to prepare the academic programme-syllabus of the master course "New technologies and human rights". Shahin Mammadrzali participated in an online manner in a number of other events organized within the program and presented scientific reports on the results of his scientific research.

An international scientific conference on "The role of UNESCO Conventions Concerning the Protection of Cultural Properties and Aspects of of Improving Their Implementation” was held at ADA University, one of the leading educational institutions of the Republic of Azerbaijan, on December 06-09, 2022, organized by the National Commission of the Republic of Azerbaijan for UNESCO. About 20 experts from more than 10 countries were invited to the event. At the conference, the UNESCO Chair on Human Rights and Information Law was represented by the Head of the Chair, Doctor of Laws and Professor Amir Aliyev. Prof. Aliyev who participated in the I discussion panel of the conference, made a scientific report on "The responsibility of states within the framework of the 1954 Hague Conventions and Additional Protocols".

On 16 September 2022, the training on “Intellectual Property rights and Competition law” jointly organized by the Intellectual Property Agency of the Republic of Azerbaijan  and the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy (hereinafter - State Service) was conducted by Akbar Aliyev, the adjunct teacher of UNESCO Chair on “Human Rights and Information law” of Baku State University.

The training provided detailed information on the concept of intellectual property rights and the history of their formation, the concept of industrial property objects, the exclusive right to trademarks, the impact of intellectual property rights on the free market economy and competition between market entities, the current practice in this field, etc. At the end of the training, Akbar Aliyev answered the questions of the employees of the State Service.

 

At the beginning of 2022, the UNESCO Chair on Human rights and Information Law of the Faculty of Law of Baku State University sent its information in English to the Orbicom General Secretariat for coordination of the UNESCO Chair network, and it was published on the network in the "Orbi-Info" Bulletin in August of this year.

Organized by the UNESCO Chair on Human Rights and Information Law, a round table on "Cooperation between the Republic of Azerbaijan and international organizations: from national liberation to modern development" was held at the Faculty of Law dedicated to the National Salvation Day and the 30th anniversary of the Azerbaijan Republic's membership to the UNESCO.

The next meeting on the occasion of the 30th anniversary of the membership of the Republic of Azerbaijan in UNESCO was held at the UNESCO Chair on Human Rights and Information Law. At the meeting the head of the Chair, Doctor of Laws, Professor Amir Aliyev noted that the UNESCO Chair on Human Rights and Information Law, what was re-established by the 2015 Agreement signed between Baku State University and UNESCO on the the UNITWIN / UNESCO Chairs Program established by UNESCO in 1992, is guided by UNESCO's priorities in its activities. This manifests itself in the teaching of subjects and courses taught at the Chair. Extensive scientific discussions were also held with the participation of members of the Chair.

An event dedicated to the 100th anniversary of the 1918 genocide of Azerbaijanis was held on March 31, 2018, jointly organized by the Ombudsman's Office and Baku State University. Presentation of the book "Azerbaijan as a target of international crimes: legal analysis" by the Dean of the Faculty of Law of Baku State University, Doctor of Law, Professor Amir Aliyev was attended by state and government officials, deputies of the Milli Majlis, heads of higher education institutions and media, legal community, scientists at the event.

On June 26, 2018, with the support of the Association of Friends of Azerbaijan in France and the Embassy of Azerbaijan in France, with the participation of the Dean of the Faculty of Law of Baku State University, Doctor of Law, Professor Amir Aliyev, presentation and discussion were held. Opening the presentation held at the Cultural Center of the Azerbaijani Embassy in France, President of the Association of Friends of Azerbaijan in France Jean-Francois Mansell first informed the participants about the Nagorno-Karabakh conflict, noting that more than one million people were expelled from their homeland as a result of Armenia's occupation of Azerbaijani lands. Armenia has committed many genocides and crimes. France and many other countries are unaware of the conflict. He said the book would be important for the French society and the world community to learn about the Nagorno-Karabakh conflict.

Employees who actively participated in the two-day training were awarded certificates at the end.

The presentation ceremony of the book "Azerbaijan in the target of international crimes: legal analysis", published in five languages, was held at the Faculty of Law of Istanbul University, Head of the UNESCO Chair on Human Rights and Information Law, Doctor of Laws, Professor Amir Aliyev. The ceremony was attended by well-known scientists from Azerbaijan and Turkey, professors and teachers of Istanbul University, law students, researchers on the fake Armenian issue, representatives of NGOs and the media. Opening the event, Head of the Department of Legal History of the Faculty of Law of Istanbul University, Doctor of Law, Professor Fethi Gedikli spoke about the importance of the book, speaking about the fake "Armenian issue" and the problems arising from it.

May 16, 2019

On May 15, 2019, an international seminar on "Future issues related to human rights in the justice system" organized by the International Association of Prosecutors and the Prosecutor's Office of the Republic of Azerbaijan began in Baku. Ms. Miranda de Meijer (Senior Dutch Prosecutor), Mr. François Falletti (former President of the French BPA) and Mr. Stanislav Pavlovsky (Former Judge of the IHAM of Moldova), Head of UNESCO Chair on Human Rights and Information Law spoke at the event. Doctor of Laws, Professor Amir Ibrahim Aliyev spoke on "Ensuring human rights and freedoms in the field of information."

The defense of master's dissertations on "Human Rights" of the UNESCO Chair on Human Rights and Information Law was held successfully. The Chairman of the Specialized Master's Dissertation Council, Commissioner of Human Rights (Ombudsman) of the Republic of Azerbaijan, Professor Elmira Suleymanova praised the scientific and professional training of masters, their ability to conduct scientific discussions, and wished them success in their future endeavors.

Each of the 7 masters who participated in the defense received an "excellent" grade, and two of them were offered a job in the Office of the Ombudsman by Professor Elmira Suleymanova.

Rector of Baku State University Elchin Babayev, who took part in the defense, spoke about the joint training with the Office of the Ombudsman and wished the young researchers success in their future work.

October 24, 2019

A two-day training on "Academic Legal Writing" for young researchers of the Faculty of Law of Baku State University was held at the UNESCO Chair on Human Rights and Information Law within the program of the German Society for International Cooperation (GIZ) "Support to rapprochement with European standards in law". During the training, Altay Mustafayev informed about the different features of academic and practical legal writing, global legal journals, rules of writing academic legal writing, answered the questions of the participants from theoretical and practical point of view.

The next meeting was held at the UNESCO Chair on Human Rights and Information Law to coordinate scientific activities. Head of the Chair, Doctor of Laws, Professor Amir Aliyev gave detailed information on the application of ICT and innovations in science, touched upon important points on the scientific activity of the department for 2019, summarized published textbooks, manuals, scientific articles and reports conducted. Also, extensive discussions were held on the scientific cooperation of teachers of the department for 2020.

Head of the UNESCO Chair on Human Rights and Information Law, Doctor of Laws, Professor Amir Aliyev took part in an international court program held at the National School of Administration in France. The program, organized by the National School of Administration, was attended by 37 lawyers from 20 countries. The lectures were presented by well-known French scientists and government officials.

Representatives of the UNESCO Chair on Human Rights and Information Law of Baku State University, included in the UNITWIN/UNESCO Chairs Program, Doctor of Laws, Professor Amir Ibrahim Aliyev, Ph.D. in Law Gulnaz Aydin Rzayeva and Associate Professor of the Department of “Constitutional Law", Ph.D. in Law Aytekin Nazim Ibrahimova received an offer from the Peace Human Rights Governance (PHRG) journal to publish the article on “ARTIFICIAL INTELLIGENCE AND PERSONAL DATA: INTERNATIONAL AND NATIONAL FRAMEWORK” after a successful presentation at the “Data-driven human rights research annual international human rights conference” arranged by Antonio Papisca Human Rights Center, the UNESCO Chair of Human Rights, Democracy and Peace and the Department of “Political Science, Law and International Studies” of the University of Padua, the article was published in the March issue of the journal (5 (1) -2021). It should be noted that the journal has been published since 1982 by the Antonio Papisca Center for Human Rights at the University of Padua. The journal is indexed by Google Scholar, Ebsco Host, Database of Open Access Journal (DOAJ), the European Reference Index for the Humanities and the Social Sciences (ERIH PLUS).

July 14-15, 2021

The aim of the project is to raise awareness of the Convention on the prevention and action against domestic violence against women in Azerbaijan (Istanbul Convention) and other standards of gender equality. The project will cover Azerbaijani governmental agencies in three main areas of activity: legislation and policy framework, awareness-raising measures and capacity building of civil servants. Partners: Baku State University, Law Faculty; State Committee on Family, Women and Children Issues; Office of the Commissioner for Human Rights; Ministry of Justice; Academy of Justice.

Employees of the UNESCO Chair participated in the project "Preparation of a comprehensive international report on the violated rights of Azerbaijani IDPs" implemented at Baku State University (BSU). The project was successfully completed and the report was published in Azerbaijani and English languages.
