Education, scientific degrees and scientific titles
In 1994 - Graduated from the Law Faculty of Baku State University;
During 1995-1999 – Got Ph.D. education on “International law” specialization at Baku State University;
In 2003 – defended his dissertation on "Legal status of foreigners in the Republic of Azerbaijan and international law" at BSU and received the degree of Ph.D. in Law;
In 2007 - defended his dissertation on "International legal regulation of the status of foreigners and stateless persons: theory and practice" at BSU and received the degree of Doctor of Laws;
In 2012 – was awarded the academic title of Professor by the decision of the Supreme Attestation Commission under the President of the Republic of Azerbaijan.
Career
During 1996-2006 – Lecturer, Senior Lecturer, Associate Professor of the Department of International Law and State Law of Foreign Countries of the Faculty of International Relations and International Law, BSU;
During 2006-2009 – Associate Professor of the Department of Private International Law and European Law of the Faculty of International Relations and International Law, BSU;
During 2009-2013 – Professor of the Department of Private International Law and European Law, Faculty of International Relations and International Law, BSU;
During 2006 – 2011 – Deputy Dean on Academic Matters of the BSU Faculty of International Relations and International law
During 2011 – 2021 – Dean of the BSU Law Faculty;
Since 2015 – Head of the UNESCO Chair on Human Rights and Information Law of BSU

- Editor-in-Chief of the BSU "International Law and Integration Problems" journals and "Azerbaijan Law Journal"; member of the editorial board of the journal "Transport Law", "News of Baku University (series of socio-political sciences)" and "Law journal" published in the Republic; Scientific adviser of the BSU Student Law Review; member of the editorial board of the journal "Science Herald of the Dnipropetrovsk State University", the journal "Science and Law" and the journal " Kiev University of Law Review", published in Ukraine; member of the editorial board of the magazine "North-Caucasian Legal Herald", published in the Russian Federation;
- Scientific supervisor of 50 defended Ph.D. dissertations on law, scientific adviser of 3 doctoral dissertations on law;
- Author of about 300 works, including about 50 works published abroad, 5 coursebooks, 4 textbooks, 8 monographs and more than 30 academic programs.
